What does an A+ energy rating mean for a new home in Cyprus?
A. DomeNik Residence holds an A+ energy performance certificate. Cyprus has required every new residential building to reach category A, with strict limits on energy use and heat loss, since 2020. Where A+ sits above A on the official scale is not stated by any government source we could find, so ask to see the certificate itself.

This page exists because a reader would reasonably ask whether A+ is above the legal minimum for a new build in Cyprus. We looked for a straight answer from a government source and could not find one that names A+ at all. Here is exactly what we could verify, and where the gap sits.
What does an A+ energy rating mean in Cyprus?
A. DomeNik Residence holds an A+ energy performance certificate (EPC). An EPC in Cyprus is based on primary energy consumption per square metre per year, calculated with a Ministry-issued methodology and the free SBEMcy software, as explained on the Ministry's energy performance certificates page.
EPCs are issued only by a registered Qualified Expert, an architect or a civil, electrical, mechanical, chemical or environmental engineer registered with the technical chamber and examined for the role. They are mandatory for new buildings and every time a property is sold or rented, and each certificate is valid for ten years. The energy category must appear in any advertisement for sale or rent, and the EU Concerted Action EPBD status report for Cyprus, co-authored by a Ministry official, records that this advertising requirement is actively checked.
What is the legal minimum for a new build in Cyprus?
Cyprus has required every new residential building to reach energy category A since 2020. The instrument is K.Δ.Π. 122/2020, Official Gazette Παράρτημα ΙΙΙ(Ι) No. 5227 of 26 March 2020, signed on 20 March 2020. We are linking to CyLaw, a legal text repository, rather than a government domain, because the government's own copy of the same instrument could not be reached.
For a new residential building, the regulation sets a maximum primary energy consumption of 100 kWh/m² per year, a minimum renewable energy share of 25% of primary energy, a maximum heating demand of 15 kWh/m² per year, and maximum average U-values across the building envelope. The table below sets these out in full.

These U-values measure how much heat passes through each part of the building. A lower number means less heat is lost through walls, the roof or the windows. This is the last confirmed version of the regulation: later instruments, Κ.Δ.Π. 55/2021 and Κ.Δ.Π. 192/2023, appear to exist, but we could not read their substantive text, so we are not asserting the 100 kWh/m² figure has since changed, only that we could not confirm it either way.
The same figures are corroborated by a Cyprus Ministry official in an EU Concerted Action status report on the EPBD in Cyprus.
Where does A+ sit on the Cyprus scale?
Here is the honest answer: we do not know, and neither does any government source we could find. The building's own certificate reads A+. The Cyprus government's energy performance certificates portal describes the scale as running from A to H, with A as the highest band, and it does not mention A+ anywhere.
K.Δ.Π. 122/2020 itself, the regulation that sets category A as the legal minimum, never uses the term A+ either. The EU status report on the EPBD in Cyprus does confirm that B+ is a real category in the Cyprus scheme, so a plus tier does exist somewhere in the system. That same eighteen-page report discusses classes A and B+ repeatedly and never once mentions A+.
Several commercial and secondary sources describe a scale of A+, A, B+, B, C, D, E, F, G, H with A+ at the top. None of them traces back to a dated Cyprus government publication. It may be correct, or it may be a mix-up with Greece's separate KENAK energy scheme, which does use A+ and which is a legally distinct system from Cyprus's own.
We would rather tell you that plainly than dress it up. What we can say with confidence is that the building meets the demanding standard Cyprus has required of every new home since 2020, category A, with the numbers set out above. What does the rating actually change day to day?
A category A building loses less heat and uses less primary energy than older stock, because of the lower U-values and the renewables share the regulation forces into the design. That is a mechanical fact about the building fabric, not a promised euro figure. No official Cyprus source publishes an annual saving in euros or as a percentage for any energy band, and we are not going to invent one.
What we can point to is the published tariff mechanism. The Electricity Authority of Cyprus Domestic Use Tariffs, applicable from 1 August 2025, set the Single Rate energy charge at 10.34 cent per kWh, a network charge of 3.66 cent per kWh and an ancillary services charge of 0.65 cent per kWh, based on a reference fuel cost of €300 per tonne. What you actually pay also depends on the Fuel Adjustment Clause, revised roughly every six months, and on VAT, so the energy charge alone is not the price of electricity. We have not multiplied these figures into a saving, because doing so would produce a number no regulator has published.
We could not find a more recent published tariff document, so this may since have been superseded.
On resale value, we could not find a Cyprus government, statistical service or central bank study that quantifies any premium by energy band. Property portal commentary exists, but it is not the same as an official study, and any EU-wide research on the subject is not a Cyprus finding, so we are not quoting a figure here.
Can I see the certificate?
Yes, and you are entitled to. An EPC is not a marketing claim, it is a document issued by a registered Qualified Expert and required by law before a sale can go ahead. Ask us for the certificate for either remaining residence and we will send it to you directly, rather than asking you to take a letter on trust.
Is there a grant for solar panels?
Not at the moment. As of today, there is no open grant a buyer could apply for towards photovoltaic panels. The Grant Scheme to Encourage the Use of Renewable Energy Sources and Energy Saving in Homes, which covered photovoltaic systems and roof insulation with a total budget of €90 million, ran from 29 February 2024 to 20 December 2025 and is now shown as closed.
The RES and Energy Conservation Fund currently lists solar water heating grants as open for 2026, but those cover solar water heaters, not photovoltaic electricity panels, so they do not apply to the provision described below. The photovoltaic provision at A. DomeNik Residence means the conduit and mounting are installed. The panels themselves are supplied by the buyer, whenever a grant scheme reopens or otherwise.
What does A. DomeNik Residence have?
Two of the six residences remain, both on the third and top floor. Both include an A+ energy performance certificate at building level, elevator access, one covered parking space, a private storage room, full air-conditioning and provision for photovoltaic solar panels. Both also have a private roof garden fitted with a WC, a bathroom, a BBQ area and jacuzzi provision. Handover is July 2027, and the sale is direct from the owner with no estate agent fees.
